Business Opportunity Programs

METRO's Office of Economic Business Opportunity is committed to providing a variety of business enterprise programs to ensure equal opportunity, inclusion, and nondiscrimination in all its procurement and contracting matters.

METRO has an annual goal of 35 percent Small Business participation. All small business owners that are eligible for certification are encouraged to bid on METRO procurement opportunities.

To be certified as a Small Business, your business should meet the following qualifications:

  1. Have been in operation at least one year
  2. Have at least one year of business tax returns
  3. Have at least $5,000 in revenue in the last 12 months
  4. Does not exceed the U. S. Small Business Administration size standards
  5. Personal net worth for each owner with 5% or more ownership does not exceed $1.32M


METRO's Small Business Certification application process is online only. METRO doesn't accept hard copies of supporting documents via email or fax. Supporting documents may be submitted with the online application. If you have any questions, contact us at 713-739-4844 or 713-739-6032.

To be classified as a certified Disability Owned Business, your business should meet the following qualifications:

  1. Be at least 51% owned, operated, managed and controlled by individuals with a disability (as defined by the Americans with Disabilities Act)
  2. Be either a U.S. citizen or lawful permanent resident
  3. Exercise independence from any other business enterprise
  4. Have its principal place of business (headquarters) in the United States
  5. Have been formed as a legal entity in the United States


METRO recognizes certifications from external certifying entities. METRO will not perform certifications.

To be classified as a certified Veteran Owned Business, your business should meet the following qualifications: 

  1. Be a sole proprietorship, partnership or corporation at least 51% owned, operated and controlled by an individual who served in the United States active military, naval, or air service; who was discharged or released under conditions other than dishonorable; and who has at least 51% ownership in applicant firm
  2. Be either a U.S. citizen or lawful permanent resident
  3. Exercise independence from any other business enterprise
  4. Have its principal place of business (headquarters) in the United States
  5. Have been formed as a legal entity in the United States

Small Business Certification

METRO’s Small / Disadvantaged Business Enterprise (SB/DBE) Programs operates in a race and gender-neutral manner and is designed to include all segments of the region’s business community and is open to participation without regard to race, color, sex, religion, national or ethnic origin, age or disability. Small Business certification may take up to 30 business days to process.

METRO ONLY accepts the following certifications:

  • SBE Certification – Small Business Enterprise (METRO ONLY)
  • DBE Certification – Disadvantage Business Enterprise
  • 8 (a) Certification – Small Business Administration

Under METRO’s race and gender-neutral Small Business Program, we do not accept any of the following certifications from other agencies:

  • HUB Certification – Historically Underutilized Business
  • MBE Certification – Minority Business Enterprise
  • WBE Certification – Women Business Enterprise
  • SBE Certification – Small Business Enterprise

METRO’s Small Business Enterprise (SBE) certification is recognized by the following agencies for inclusion in their small, disadvantaged, women and minority business development program.

METRO accepts certifications from the Texas Unified Certification Program, in addition to the METRO Small Business certification. The Texas Unified Certification Program is a certification process for the Federal Disadvantaged Business Enterprise (DBE) Programs in Texas. A business' DBE certification is valid at any Texas entity that receives U.S. Department of Transportation (DOT) funds and has a DBE Program.

The City of Houston Office of Business Opportunity is the DBE certifying entity for Houston, Texas. 
Applications for the Disadvantaged Business Enterprise Program certification can be downloaded from the City of Houston website or picked up at the Office of Business Opportunity at 611 Walker, 7th Floor, Houston, Texas. 

NOTE: Any DBE Certified Firms please inquire about METRO’S Fast Track SBE Certification.


Contract Compliance

Contract Compliance staff monitors all Small Business/Disadvantaged Business Enterprise activity on all METRO contracts with Small Business goals and ensures compliance with all local and federal regulations. The Contract compliance staff also:

  • Develops the Small Business contract goal
  • Develops Disadvantaged Business Enterprises Tri-annual goals
  • Evaluate prime bidders’ Small Business Achievement Documents
  • Monitors all contracts with Small Business goals until completion

Contract Compliance & Dispute Resolution

METRO seeks to amicably resolve disputes relating to the operation of the Small Business / Disadvantaged Business Enterprise Programs, and grievance procedures are available for dispute resolution. Contract Compliance & Dispute Resolution

Business Development Outreach

METRO highly encourages Small Business / Disadvantaged Business Enterprise participation at all applicable pre-bid conferences. Be sure to register for automatic email notifications of new solicitations, updates and contract awards for user-selected commodities.
