Lisa Gonzales Castañeda, P.E., Secretary
Lisa Castañeda, P.E., is the deputy director for the Harris County Toll Road Authority (HCTRA).
In her role in senior management, Ms. Castañeda is a key member of a
leadership team which defines the vision for HCTRA’s growth to ensure
that regional, multi-modal mobility needs are addressed in a way that
supports regional economic development, prioritizes resident and
business safety and mobility, and strategically plans for system
Ms. Castañeda, is a graduate in Civil Engineering from Texas A &
M University. She is experienced in toll systems technology,
inter-operational and jurisdictional tolling capabilities.
Ms. Castañeda also has working design experience in highway, bridge,
traffic, drainage, utility relocation, multi-modal transportation
system development, right-of-way acquisition, and toll systems
engineering. This background gives her a unique understanding of the
needs and issues faced by the region’s transportation and
In addition, Ms. Castañeda represents Harris County at the
International Bridge, Tunnel and Turnpike Association, where she
collaborates with tolling agencies to find solutions to emerging
Ms. Castañeda was selected as The Women’s Transportation Seminar (WTS) Houston Woman of the Year in 2011.
She is a member of the Tomball Memorial High School Athletic Booster
Club, Canyon Pointe Elementary PTO, and Prince of Peace Catholic Community.
